Our small local theatre wants to do "Carousel," but
we are unable to have a turntable on stage for a
working carousel. What are some ideas for staging
the opening carousel sequence on a tight budget?

This might be completely off the wall, but who says this has to be realistic?  It could be symbolized by a beautifully costumed and choreographed dance performed by pretty young girls in fluffy, colorful dresses -- that along with the opening music should say "Carousel".

I saw an interesting show a couple of years ago, not "Carousel", but they did need a carousel. They had performers dressed in black holding elaborately painted two demensional carousel horses. I think there were swans and lions too. They were choreographed to simulate the carousel movement. The look was complete with striped poles and streamers. I thought at the time that it would work on a small stage for "Carousel".

Good luck

When I did ?carousel? on a tight budget a long time ago.. We made up a ring of electrical conduit, with the painted facade saddle clipped to it. The poles were painted broom sticks dead hung from the circumference. As suggested, we used dancers as the horses. The ring was strung with  cables hung to a central swivel & attached to a central fly dropper. If a block & pulley hand line is used, because you don?t have fly?s,. you can utilise a pick up line that hooks to the side of the carousel to pull it up above the boarders - Or roll it on sideways & drop a central pick up line.
The effect is great!
