I am looking for a dysfunctional family play. With a cast size of low teens and under.

Are you saying you want a show about teenagers? 
Or a show that has a cast of 12, 13, 14 people?

If it's the second, there's always "August: Osage County" - about as dysfunctional a group as any you'll see on stage.

If you don't mind adult, surreal there's "Betty's Summer Vacation," or even maybe "Dead Man's Cell Phone."

If you want classics, there's "A Long Day's Into Night" or "Cat On A Hot Tin Roof".

If you want whacked-out comedies, there's "Dearly Departed" and "Sordid Lives".

"Past Curfew" - cast of three, (2F,1M) two of which are teens.
It premiered at the Pacific Resident Theatre last year - powerful drama about a teenage girl coming home late from her first date, and her young, single mom dealing with all her worst fears coming true.

How about a dysfunctional family in a totally dysfunctional village. Perhaps more like crazy. The high school did "Fools" a couple years back, and it was very funny.

If you're talking about cast size ... there's a great David Lindsay-Abaire (Rabbit Hole) play called "Fuddy Meers."  Got some semi-obfuscated language issues perhaps, but it's kind of odd, and very funny, and incredibly disfunctional.

You need to read "The Big Five-oh" by Brian Mitchell
 
 
Very funny and it deals with a dysfunction...
