How can we make a big whale for children to actually go inside of for the pinocchio play?

Convert a large room, off the foyer, virtually as a cove or cave for the dear wee 'tin lids' to explore.

How about a fabric whale with hula-hoops sewn into sleeves to keep the whale round.  To make the hula hoops different diameters, cut and join together to make bigger, cut reduce length and reassemble to make smaller.
 
Or you could make two large whale shaped fabric cutouts to use for  two sides  sewn at top together, staple to platform at bottom.  Use 'rib's' cut from plywood mounted to inside to make the belly rounded.
 
Or if played on stage-- use a scrim fabric cutout--don't have the kids physically inside, but behind, and play the scene in sillouhette.

I love vicki's idea, but if you want it larger and maybe cheaper.....you can also use small diameter PVC to make the hoops and the ribs.  The connectors are easily commericially available at home depot/lowe's etc.  You can paint the fabric to make it whale like.
