I have two moms and two daughters that are great singers. The moms are about 48 & 52 and the daughters are 17 & 21.

Are there any small musicals that might work for them?

They would sound great doing something like The Taffetas, but they won't pass for sisters.

Any suggestions?

Actually, yes I do. I've seen a couple in the Nunsense series ... not sure why I didn't consider that before.

I'm not familiar with Quilters other than I've seen the name pop up a few times on this forum. I'll google it and check out youtube.
