A very low-tech solution is simply to disguise as candles refillable butane lighters (the extended ones used to light fireplaces & outdoor grills).

The handles can be sewn inside a velcro pocket in the cuffs of the costume and the actor can trigger them individually or simultaneously (with practise) by pulling their triggers.

Buy one of those fake battery operated olympic torches. We put them inside plastic flower posts and covered pots with cloth & lace to look like Lumiere's fancy cuffs, with only the cloth "flame" showing above.  It looked great. and lumiere could hold the torch handle easily. No fire, and it looked absolutely authentic from audience.  Buy extra batteries.
