If you know of someone who can rig some mini-led's (red ones...obviously) they can be powered with batteries and a rig hidden on the body with wiring through the hair etc.  The wires can be very thin on these things so hiding them under the hair is easy.  Even rigging the wiring so the lights sit on the eyelids - where the wiring might have to cross the forehead (actually better to come from the outside corners of the eyes) can be masked with Dermicel Tape and makeup....depending upon distance from the audience.  Triggered by the actor perhaps with switch leads on thumb and index finger - touched together to create contact and power flow from battery to light them up.

Good luck.  Find someone who is creative electronically.  It's an easy rig I'd say.
