I need to make bubbling liquid and steam on stage (ala mad scientist) without using dry ice. Any ideas?

For the bubbling liquid you can try using aquarium bubblers available at your local pet store for between $5 - $15.

For the steam you could use a cheap fogger. 
 
OR, if you want a big burst of steam, a CO2 Fire extinguisher doesn't have anything harmful in it (we breath that stuff out all the time) but will give a couple great bursts of  steam/ smoke effect... it dissapates more quickly than a fogger would.  (This effect is also great for the Wizard of Oz.)
 
OR you could go more fun and fantasy and stick a bubble machine in his pot... and have bubbles come streaming out all over.
