I have a 2x4 frame that was previously used as a cliff (chicken wire and wood floor underlay paper for that one, wrinkled, spray painted, etc.). 

I need to use the same frame to construct a coral reef, but the only thing I can think of to texture it "bumpy" is drywall texture.  It might be too heavy for the paper, though, as the frame is 8' tall and 6' wide. 

I can construct different types of coral and spray them with drywall texture and attach them to the main reef.  Not sure how that would work either.

Does anyone out there have a better idea for making the bumps representing the coral?

I'm not sure how you intend the final construction to be seen/used, but you might try using the expansion foam used to seal around pipes and wiring.  It goes on liquid and eventually firms up as a solid and although sturdy, remains lightweight.  Use it SPARINGLY, though.  A little goes (expands) a long way.
