Well, barring the harnesses and hiring Delbert Hall to design the flight system for you, I would consider a few options.

One would be having a backdrop of, say, the London skyline, like, the tips of it, and maybe the Parliament clocktower (Big Ben), and having them move about the stage freely, arms outspread. Perhaps a raised area or two on the stage that could be used for diferences in vertical displacement.

The other idea I would have would be, when the characters take off into flight, make that an exit, and have their lines delivered from offstage. You could also fly in a white silhouetting backdrop and light it from the rear in such a way that they can shadow-mime the flight action.

Apart from those, I have absolutely no idea. ^_^

I would agree with the previous post and add the following:

If you can't fly the actors, you can do something like Disney has done from time to time

In a nut shell use multiple level platforms, lighting effects and a back drop maybe with the London skyline at the bottom that can move (maybe roll) vertically to show stars the moon etc.  Maybe a circular rolling drop that can be rolled up and down as the actor move up and down on the platforms.

I know this original post was from a long time ago but I thought I would add in case someone else needs ideas.

I thought about doing it with black lights.  Have normal lighting except for the flying scene - then turn on the black lights and somehow make it appear as though you are flying.
