I am looking for instructions/pattern for how to construct fake jail cell bars.

I've seen them made from 1 x 3's with holes bore in them and pvc pipe. But I don't know how you get the pvc to stay in he bored holes. Ideally, I would like to deconsruct this after strike.

I did something similar recently.  Used PVC end caps screwed to the boards to hold the bars in place.

Another idea that would be slightly cheaper (since CT labor is often gratis) would be to make the top plate and base from 2X3s or 2X4s, with holes drilled only part way through.  It's easy to get a consistent depth with a drill bit stop or a piece of tape on the bit to indicate the proper depth.  The only 'trouble spot' with this concept is the holes must all align perfectly from the top, through the center plate (a 1X3 would be appropriate here) to the bottom plate.  Stacking them all together, clamping them, and drilling a pilot hole through all of them together will solve that problem (as long as you drill vertically and straight).  If keeping the assembly together is a concern, simply anchor the PVC with screws from the upstage side of the cell panel.  It's always a good idea to drill pilot holes for your screws first.  Or simply put a vertical 2X3 (or 2X4) on each end to form a corner and screw them to the top plate and base plate.  Doing it this way (and not using PVC end caps) will give it more of a 'welded together' look.  Using end caps will certainly be less work, but in the end you do see the end caps.  Yessiree, lots of drilling in this project.
