We are currently in production of Beauty and the Beast.  We had several failed attempts before coming up with a working Beasty Face.  He is using a beard made with hair affixed to latex molded to fit his chin, with wolfy fangs attached to it.  There is an elastic strap up over his head.  He also has a nose that is made from latex that is applied with spirit gum, and the headpiece has a full curly wig with horns.  The entire mask removes fairly quickly for the transformation and allows him quite a bit of room for expression.

I'm involved right now doing it and I'm using Platgel 10 - silicone gel filled prosthetic appliances.  Just a chin with separately implanted fangs and the face piece is a one piece covering from forhead, nose, cheeks(sides of face) all in one piece.  This is applied using Platgel 10 as it's own adhesive, they are flexible as skin, can be intrinsically colored with a little extrinsic coloration as needed, applied hair pieces (the wig with horns is a one piece unit that easily slips on over the two makeup pieces) and then the beard pieces (3) are attached after the prosthetic appliances are on.

PROBLEM is the know-how to create silicone gel-filled prosthetic appliances...and the cost (rather expensive but VERY effective). The stuff is easy to apply, easy to remove and looks, feels and moves like real skin - thus it's use.  Similar stuff they use in films for age makeups and so forth these days.
 
Have fun.  Lots of work involved in making it look good.
