I am going through that process right now.
Does the student want costume design or costume construction? That will help him/her decide
In the states there are many schools with fantastic programs. A Short list includes...Yale, Boston University, NYU, Norther Illinois University, University of Texas at Austin, University of Missouri Kansas City, Temple, Northwestern, Carneigie MEllon, Rutgers, University of Indiana, Penn State, UVA, Florida state.
There is also a program called U/RTA's which are portfolio audtions/interviews that happens every winter. It has just passed and takes place in NYC, San Diego and Chicago every year.
PM me for more information.
