We are a new theater and are trying to put together a big production for the end of our 2nd year. I wold love some help and creative ideas for set design for this show.

The only live production of this I have seen was performed in a Circus Big Top, when it was done as a national tour.
The set was similar to that of the film being a rubish tip except the performers entered via traps in the auditorium. Which would be a costly effrect on a scrouge budget.
I suppose you could dress rostra & flats with items of disgarded rubbish in much the same manner. However you should consider heath & safety issues for the performers. This could be achieved represently by cutting the objects & profilling them stuck to the flats & rostra levels. Also using set piece from the fly's.
But I'd suggest keeping it simple as possible, which would reduce your bump in time. Mainly performing in Blacks with the odd set piece.
