I saw it somewhere online, but I can no longer find it. A contraption (latex, I believe) that went around you neck and part of your face just to make you heftier-looking. Help, please?

Try GM FOAM's website - they not only manufacture GM FOAM LATEX but they also create "generic" foam latex appliances including fat makeup pieces.  HOWEVER, you must realize that ANY GENERIC piece may or may not fit properly and thus it takes GREAT PAINS to get the appliance to "lay in" properly when applied.  As well, if it's NOT created specifically for the actor using it, you get very very unnatural wrinkling which detracts from the optimum look you're trying to create.  AND you need to consider fat hands, fat body, etc., etc. to COMPLETE the look.  FAT faces are not the ONLY thing that gets fat.  There is a whole body involved there and all areas reflect the excess weight.  Just a fat face piece isn't going to cut it if you're looking for legitimate representation of an overweight person.
 
There are better products to use but you'd have to seek out a qualified special makeup effects artist in your area to do the work.  BEST way of course is to have a custom made piece done by having a life cast created first of the actor or actress using it, then have it sculpted directly on that life cast so it not only looks logical but works for the person wearing it.  THEN there are so many new products which are better than foam latex - which is basically a ONE TIME USE product (cannot be reused very effectively - I'll explain why)....and you simply can't reuse them or they never look as good the second time.  And you can ONLY EVER get maybe two uses if you push the limits.  The best thing these days is silicone gel-filled appliances.  They're translucent, they flex and move like real skin, they're comfortable to wear, they easily removed and they do EVER so much better with repeated use.
 
The reason you cannot use foam latex appliances a second time is because the adhesives used destroy the piece upon removal and even if you CAN save it for a second time, the blending edges become much too thick and noticable if you use it more than once.  The removers that loosen the proper adhesives, literally destroys or in some ways melts the foam and makes it mushy upon removal - and SOMETIMES if the actor sweats through it significantly, that too can deteriorate the foam latex.  Also, it takes the knowledge of how to apply these professional pieces well using the proper adhesives, the proper makeup, and the techniques to know how to blend these pieces, color them to look real and both safety and hygiene issues that can and have arisen from the use and reuse of pieces like this.
 
At any rate, try GM FOAM (they may refer you to one of their distributors).  OR TRY one of their distributors such as FX WAREHOUSE in Daytona, Special Effects Supply in Utah, Skeleton Crew Productions in Forth Worth, Texas, Cybergraphic Designs in Cleveland, Ohio or Alcone Co. in Long Island City, NY  There are several others who carry GM products - some may only carry the foam.  BUT they CAN GET the pre-made generic appliances.  I believe FX WAREHOUSE in Daytona carries them all the time and they're great to deal with, fast shipping and just good people.  fxwarehouseinc.com   Here's the link directly to the FAT WRAP page and it shows the piece you may have seen  http://www.fxwarehouse.info/Merchant2/merchant.mvc?Screen=PROD&Product_Code=N-5&Category_Code=Prosthetics1
 
 
And again these are not that inexpensive.  This piece is $76.00 and for a ONE TIME USE that's a lot of  money - even if you can get a second and dare I suggest even a third use out of it.  Personally I WOULD NOT use it more than once ever.  But that's just how I operate when I do these things and since I custom make the pieces I use, I can make as many as I need.  But I never USE them more than once.   Silicone on the other hand, is more stable and can be reused with greater success.  Nor are the silicone gel-filled appliances cheap products (although MUCH better) - and the generic fit pieces may or may not work.  It just takes a LOT of putzing and worry over ill-fitting pieces that are not custom made for the wearer but they serve their purpose I guess.  I never use them anymore, don't like them, they rarely ever fit and I've always had trouble making them work even reasonably decent.  I always opt for custom made for the wearer - they just look better, the LOOK CAN be controlled since I'm the one sculpting them on the wearer's life cast and I can do them in silicone (if the budget allows) for a much more realistic and better looking/wearing product.
 
Try Google-ing those distributors and they all should have some kind of photos of the generic pieces available if they carry them.  And if you need more information or help, just post back and I'll be glad to fill in some other blanks for you if you have them.

You can always use the method I used to look fat.  Beer and wings, lots of beer and wings.  This method works so well, here I am 20 plus years after I started acting and wow I still look fat.
